resemble most closely the pre-Covenant peoples of other biocultures.
People of foreign biocultures are nearly universally feared and pitied.
Little is known about Africans by people of foreign biocultures.

exploration of the mandala, no Covenants were made with the Animal
Nations.

Diviners are few. A diviner will study with a god for an indefinite
period of time, along with roughly 100 others. When the period of study
is completed, the diviner will return to a city to spread their wisdom.

Africa is governed by the Pharoah. The Pharoah is a human that has
become a plant, and joined the ranks of the gods as a temporary
intermediary. Africa is not a theocracy; rather, its secular affairs
are handled by a god that leaves religious decisions to the diviners.
Africa esoterically closed its borders to the rest of the world
following the violence, brutality, and irresponsiblity of WWII.
Madagascar is a freeport where Africans and foreigners can mingle.
There is only the barest pretext of law, and vice in all of its many
permutations is rampant. Foreigners come to trade and spy. Agents of
the Pharoah use the opportunity to spread disinformation about Africa.

Africans practice gender equality.

There is a guild for almost every kind of plastic that humanity
has ever developed. The most powerful guild is the guild that produces
luminescent organism. Some guilds have begun to attempt to domesticate
animals.

Because the gods do not allow any foreigners into Africa,
Africans have no need of a military. Each community has a local squad
of gendarmes to maintain order.

Shashi are treated no differently than any other minority
African group. Some shashi live in their own communities, but most have
interbred with the native African population.

::Geography:: | Africa's ecology is very intact and very stable. |
